Constitutions are the common ground of civil society.  Now celebrating its 200th year, the Norwegian constitution and its older American counterpart have spawned and influenced democracies on every continent.  This has never been more true than in the past two decades.  How do new democracies use these treasured legacies to address contemporary issues?
